Use in article (WP:NFCC#7) Shalom Nagar
Purpose of use in article (WP:NFCC#8) To provide the sole visual identification of Shalom Nagar, at the top of his biographical article. Its depiction of Nagar in old age with yarmulke, beard, sidelocks and modest, dark clothing contributes to the reader's understanding of his return to traditional Jewish religious identity, discussed in the article.
Not replaceable with
free media because
(WP:NFCC#1)
After an extensive search (Commons, Flickr, YouTube), a free replacement could not be found. Nagar is deceased, so a new image cannot be created. While there is another image of Nagar than has been uploaded to Commons, its copyright status is questionable (ie. not actually the "own work" of the uploader).
Minimal use (WP:NFCC#3) Low resolution portion of a larger work used as the only identifying image of Nagar on the article Shalom Nagar.
Respect for
commercial opportunities
(WP:NFCC#2)
Because this is a still image from a moving picture, the use of this image will not harm the copyright holder's ability to profit from it. In other words, viewing this image will not have the same effect as viewing the work as a whole. The image has also been reduced to a minimum sufficient quality per the guidelines laid out at WP:IMAGERES.
