Consolidated COI edit request: brand ownership, history, markets and Smart MVNO
[edit]| The user below has a request that a significant addition or re-write be made to this article for which that user has an actual or apparent conflict of interest. Summary of request: Clarify trademark ownership and national operators; add sourced brand history and valuations, correct market transitions, and cover Smart MVNO The backlog is very high. Please be extremely patient. There are currently 1085 requests waiting for review. Please read the instructions for the parameters used by this template for accepting and declining them, and review the request below and make the edit if it is well sourced, neutral, and follows other Wikipedia guidelines and policies. Remember to set the |answered= parameter to "yes" when the request has been accepted, rejected or on hold awaiting user input. |
I have a paid conflict of interest concerning Beeline and PJSC VimpelCom, as disclosed at User:David Osipov#Paid contributions. I am seeking review by an uninvolved editor rather than editing the article directly.
This is one consolidated request for Beeline (brand), organised into four independently reviewable parts. Please assess individual subitems on their merits: accepting a supported subset does not require accepting the whole package. No changes to the PJSC VimpelCom or Mobile virtual network operator articles are requested here.
Drafting disclosure: AI assistance was used for finding sources, grammar checks, source checks and neutrality checks.
1. Trademark ownership, lead and Russian operator context
[edit]1a. Lead
[edit]Action: Replace the prose between the opening hatnote and the first main section with the following two paragraphs. The origin/rebranding material is addressed in item 2a; retain the Russian operator's market-position fact through item 1c rather than deleting it.
Beeline (Russian: билайн) is a telecommunications brand used in Russia, Kazakhstan, Kyrgyzstan and Uzbekistan. In Russia it is used by PJSC VimpelCom, while VEON's operating companies use it in Kazakhstan and Uzbekistan. In Kyrgyzstan it is used by Sky Mobile, which continued operating under the brand after its acquisition by Eldik Bank in August 2025.[1][2]
VEON completed the sale of its Russian business, PJSC VimpelCom, in October 2023.[3] In its 2025 annual report, VEON stated that the Beeline trademark remained with VimpelCom and that its operating companies in Kazakhstan and Uzbekistan used the name and associated marks under non-exclusive licence agreements amended following the sale.[1]
Reason: Distinguish the brand and its trademark owner from national operating companies and their shareholders.
1b. Infobox owner and licence explanation
[edit]Action: In the existing brand infobox, replace the country-by-country shareholder list in the owner field with the following value; leave the other infobox fields unchanged.
| owner = [[PJSC VimpelCom]]<ref name="bl-coi-20261002-veon-2025">{{cite report |url=https://www.sec.gov/Archives/edgar/data/1468091/000146809126000010/vip-20251231.htm |title=Annual Report on Form 20-F for the year ended 31 December 2025 |publisher=VEON Ltd. |date=16 March 2026 |at=Item 3.D, Risk factors: Beeline trademark and licence agreements |access-date=2 October 2026}}</ref>
Supporting source: VEON's report identifies VimpelCom as the trademark owner and distinguishes the Kazakhstan/Uzbekistan licences.[1]
Action: Add the following paragraph at the end of the new Brand history section in item 2a, before its Brand valuations subsection. If item 2a is not implemented, this paragraph can instead follow the lead's ownership paragraph.
According to VEON's 2025 annual report, the amended Beeline trademark licences for its operating companies in Kazakhstan and Uzbekistan each had an initial five-year term and contained no renewal terms. At the end of that term, the companies could seek to negotiate continued use of the brand or undertake a rebranding.[1]
Source limitation: These licence details concern Kazakhstan and Uzbekistan.
1c. Preserve and date the Russian market-position fact
[edit]Action: Add the following sentence immediately below the Russia heading, before History. It replaces the undated market-position assertion in the lead, not its substance.
In reporting on the first half of 2023, VimpelCom, operating as Beeline, was placed fourth among Russian mobile operators by subscriber numbers, behind MTS, MegaFon and Tele2.[4]
Source limitation: This is a dated 2023 comparison, not a claim that the same ranking or subscriber totals have been independently established for October 2026.
2. Brand history and historical valuations
[edit]2a. Brand history
[edit]Action: Add a main section titled Brand history before Current Markets, containing the paragraphs below. Move the existing logo-history illustration into this section without changing its caption, attribution or other information. Replace—not duplicate—the existing 2021 rebranding account in Russia → History with the sourced 2021 paragraph below. Keep the rest of the Russia history and the 2024 3G material.
VimpelCom founder Dmitry Zimin approved a logo design and the name Би Лайн on 6 August 1993. The GSM suffix was added in 1999, and the slogan
С нами удобноbecame part of the brand in 2001.[5]On 4 April 2005, VimpelCom announced a new visual identity developed with Wolff Olins and BBDO. It adopted the joined-up Russian spelling Билайн and a black-and-yellow circular mark, replacing the previous bee and SIM-card imagery and dropping GSM from the brand name.[6] The rebranding received the grand prix in the Change of Image category at the 2005 Brand of the Year/EFFIE awards. Contemporary coverage also reported criticism of the campaign by marketing consultant Mikhail Dymshits and VimpelCom's response citing consumer research.[7]
On 14 October 2021, Beeline announced a further change to its logo and the Russian wordmark, now written in lowercase, together with the slogan На твоей стороне (On your side).[8] In an account of the project published by Sostav, Beeline's brand and marketing communications director credited Contrapunto of the BBDO group with the identity update, Contrast Foundry with the logo and typeface, and Leo Burnett Moscow with the advertising campaign.[9]
Reason and source notes: The 1993 source dates approval of a name and logo, but not trademark registration. The award is presented with the contemporary criticism and company response reported by the same publication.
2b. Brand valuations
[edit]Action: Add a subsection titled Brand valuations within Brand history, after the licensing paragraph in item 1b. The table can be shortened by the reviewing editor, but please retain the dates, ranking scopes and currencies, and do not selectively remove the subsequent lower positions or the 2011 BrandZ non-inclusion.
Interbrand and BrandZ published the following historical estimates of the value of the Beeline brand.
Selected historical brand valuations Year Ranking and scope Position Estimated brand value Source 2005 Interbrand, Russian brands 1 US$5.023 billion [10] 2006 Interbrand, Russian brands 1 RUB 156 billion [11] 2007 Interbrand, Russian brands 1 RUB 194.4 billion [12] 2008 Interbrand, Russian brands 1 RUB 189.775 billion [13] 2010 Interbrand, Russian brands 2 RUB 173.883 billion [13] 2013 Interbrand, Russian brands 3 RUB 155.5 billion [14] 2009 BrandZ, global top 100 72 US$8.884 billion [15] 2010 BrandZ, global top 100 92 US$8.16 billion [16] Beeline was not included in the BrandZ global top 100 in 2011.[17][18]
Source notes: These are estimates of brand value - couldn't find more accurate numbers. Interbrand's Russian ranking and BrandZ's global ranking are different series. The 2008/2010 rouble figures come from the comparison table in the 2010 Kommersant publication. The May 2012 retrospective says the brand left the top 100 in the previous year; the contemporaneous May 2011 Vedomosti report confirms 2011.
3. National operators and brand transitions
[edit]3a. Kazakhstan
[edit]Action: Add the following after the existing sentence about the 2004 acquisition of KaR-Tel. Retain that acquisition sentence and its source.
KaR-Tel introduced the Beeline brand in Kazakhstan on 26 April 2005.[19]
Reason: The acquisition of an operator and its subsequent adoption of the Beeline brand are separate events.
3b. Kyrgyzstan
[edit]Action: Replace the opening popularity claim with the paragraph below. Remove only the later sentence that repeats the 2009 adoption of Beeline; retain the remaining historical and dated network details pending any separate review.
In Kyrgyzstan, the Beeline brand is used by Sky Mobile, which began operating under the name on 9 June 2009.[20] In August 2025, Eldik Bank acquired Sky Mobile, and the operator continued using the Beeline brand.[2]
Reason: Identify the operator and date the brand transition instead of using an unsupported popularity characterisation. No date of company formation is inferred from the 2009 brand launch.
3c. Uzbekistan
[edit]Action: In the existing opening sentence, change its subject from Beeline to Unitel, trading as Beeline, leaving the remainder of the sentence and its references unchanged. Add the two short paragraphs below afterwards. This preserves the existing statement about VEON ownership and the reported customer count; it does not update that count.
Unitel began providing services under the Beeline brand in Uzbekistan on 12 September 2006.[21]
In November 2022, Beeline Uzbekistan announced a local brand refresh, retaining the striped logo and introducing the slogans Beeline. С тобой and Beeline. Siz bilan.[22][23]
Source limitation: The company history is a primary source. PR.uz explicitly bases its account on the company's announcement, and the parallel Kun.uz item is marked as advertising. The second paragraph is therefore limited to an attributed local announcement; neither item is presented as independent evidence of marketing success. It may be omitted on source-quality or due-weight grounds without affecting the operator-identification correction.
3d. Armenia
[edit]Action: Retain the existing 2006 acquisition paragraph. Insert the 2008 brand-launch sentence after it, and replace the existing 2020 paragraph with the second paragraph below.
ArmenTel introduced the Beeline brand in Armenia on 7 April 2008.[24]
In 2020, Team acquired VEON Armenia. On 16 November 2020, the operator announced that its registered name had changed to Telecom Armenia while its services would continue under the Beeline brand.[25] On 3 May 2022, it announced the completion of its rebranding as Team Telecom Armenia.[26][27]
Reason: Separate acquisition, change of legal name and change of trading brand. The November 2020 announcement expressly says that Beeline services would continue; completion of the Team rebranding was announced in May 2022.
3e. Georgia
[edit]Action: Replace the prose of the Georgia subsection with the paragraph below, retaining its heading and any applicable maintenance template.
Beeline-branded mobile services were launched in Georgia on 15 March 2007.[28] VEON completed the sale of its Georgian operations to Miren Invest LLC on 8 June 2022.[29] The operator changed its brand to Cellfie Mobile on 5 April 2023.[30]
Reason: Provide dates for the brand's introduction, disposal of the operating business and later rebranding. The replacement does not carry over undated customer totals, network-generation claims or bare website-redirection instructions. The purchaser is identified by the legal entity named in the filing, rather than inferring trademark ownership from a shareholder's identity.
3f. Laos
[edit]Action: Replace the first two sentences of the Laos subsection with the first sentence below. Retain the existing historical network and numbering details, and append the remaining two sentences below as a new closing paragraph. This keeps the 2011/2012 history before the later acquisition and rebranding.
VimpelCom introduced the Beeline brand in Laos in 2011, replacing Tigo.[31] Lao Telecommunications Company acquired VimpelCom Lao in 2019. Thaicom's 2022 annual report records the subsequent renaming and rebranding of the business as T-PLUS.[32]
Reason: Replace a timeless ownership statement with the documented later transition. The Thaicom report records the acquisition in 2019 and the subsequent T-PLUS branding; it does not establish an exact rebranding day.
3g. Tajikistan
[edit]Action: Add a Tajikistan subsection under Former markets, before Ukraine.
Tacom began operating under the Beeline brand in Tajikistan in September 2006.[33] In May 2019, it announced that the brand would be replaced by ZET-Mobile from 1 June 2019; a subsequent company announcement dated the change to that day.[34][35]
Source limitation: The 2019 item is an announcement of a future change. The 2021 anniversary item confirms the date retrospectively but is labelled as a press release, so it is supplementary rather than a second independent investigation.
3h. Cambodia
[edit]Action: Add a Cambodia subsection under Former markets, before Georgia.
VimpelCom launched Beeline-branded services in Cambodia through Sotelco in May 2009.[36] In March 2015, Sotelco announced the end of its Beeline mobile services and the transfer of customers to Metfone. Reporting on the transaction described Metfone's acquisition of Sotelco's telecommunications licences and assets.[37][38] A Viettel announcement in April 2015 also described the agreement as an acquisition of Sotelco assets and telecommunications licences.[39]
Source limitation: The 2009 launch account and the April 2015 Viettel release are company-derived. The March reporting supports the subscriber transition and the asset/licence transaction. No acquisition of the international Beeline trademark or of every Sotelco share is inferred.
4. Smart MVNO and identified projects in Russia
[edit]Action and placement: Add a subsection titled MVNO services within Russia, immediately after History and before Kazakhstan, at the same heading level as History (==== MVNO services ====). Place the proposed paragraphs in items 4a–4c below in that order. This replaces the shorter Smart MVNO addition in the earlier draft; do not insert both versions. Items 4a–4c are parts of this single consolidated request, not separate requests. No new product article, lead insertion or Smart MVNO infobox entry is requested.
4a. Offering, delivery model and partner tools
[edit]On 11 September 2025, Beeline announced Smart MVNO (S-MVNO), a wholesale offering for launching partner-branded mobile services on its network.[40][41] Beeline identified Bezlimit as its development partner and the first user of the offering.[41]
Under the partner arrangement described on Beeline's website, Beeline acts as the telecommunications provider and supplies SIM cards, network infrastructure and customer support, while partners acquire customers under their own brands. The revenue-sharing arrangement described by the company links partner income to the size and activity of the customer base.[42]
On 18 September 2025, Beeline introduced an online self-service platform within Smart MVNO. Its announcement described branded SIM cards and eSIMs, a partner network name displayed on the handset, and a customer account interface.[43] The product website also describes a customised mobile application, optional integration of customer registration through an API, and number portability. A partner account provides connection and activity reports, SIM ordering and seller-access management; remuneration is governed by the partnership contract.[42]
Beeline presents the offering as a way to incorporate mobile connectivity into loyalty programmes, employee incentive schemes and existing customer relationships.[43][42] In a June 2026 column, Beeline deputy chief executive Denis Lysov described banks, retailers, universities, sports clubs, creators and local communities as intended users of the approach.[44] Commenting on the offering in January 2026, TMT Consulting director Konstantin Ankilov cautioned that building a sizeable, profitable MVNO would still require substantial investment over several years.[45]
Reason: Explain what the offering does, the division of responsibilities described on Beeline's product website, and how the partner and customer interfaces relate to it, rather than merely name the product. The description concerns Beeline's branded partner offering, not a general MVNO classification.
4b. Agreements and host-network scale
[edit]In January 2026, Beeline told ComNews that it had signed more than 20 agreements with partners in fintech, retail, digital services, construction and education.[45] Separately, ComNews Research reported that more than 40 MVNOs were using VimpelCom's infrastructure by May 2026; this was a count of hosted MVNOs, not solely Smart MVNO projects.[46] Forbes also reported more than 40 MVNO projects, citing ComNews Research and confirmation from Beeline.[47]
Source limitation: The January figure is a company-reported number of signed agreements, not a verified count of launched operators. The May figure covers VimpelCom's wider hosting business. These are different populations, not a growth series for Smart MVNO. The Forbes item uses the same research dataset; it is not an independent second measurement. Its wording about projects launched since the platform's introduction is not used to redefine the research's all-hosted-MVNO count.
4c. Reported implementations and applications
[edit]In December 2025, Beeline and China Mobile International launched CMLink in Russia for customers needing connectivity between Russia and China.[48] The service linked Chinese and Russian numbers to one SIM, enabling reception of calls and messages addressed to the Chinese number. Beeline's chief executive described its implementation as using Smart MVNO.[49]
ComNews Research identified Solidarnost Mobile and Dobrosvyaz as Smart MVNO projects.[46] Beeline's March 2026 announcement of Solidarnost Mobile described a bank-branded service and plans to integrate it into the bank's loyalty offering, including cashback on mobile payments.[50] Dobrosvyaz, associated with creator Ilya Exile, launched in April 2026; ComNews Research reported approximately 30,000 subscribers by June.[46]
In June 2026, Russian Post launched Russian Post Mobile as a Smart MVNO pilot in the Tver and Kaliningrad regions and Yakutia.[51] The service was offered through 1,330 post offices in those regions.[52]
Other company-announced applications included AFT mobile for Alania Fighting Team in October 2025, using mobile connectivity alongside a sports-club membership,[53] and YUZGU Telecom for South-West State University in January 2026.[54] In September 2026, Beeline announced ChGU Mobile for Chuvash State University, with a mini-application for managing mobile services integrated into the university's My ChuvGU (Мой ЧувГУ) platform.[55]
In June 2026, Beeline announced a Smart MVNO partnership with Telplus in the Astrakhan region, combining mobile, home-internet and television services under one account.[56] An August 2026 announcement described Khorovod Mobile, a Smart MVNO service of the nonprofit Obnimayu Serdtsem, under which part of subscribers' tariff payments would support the organisation's inclusion projects.[57]
Reason and source notes: The examples illustrate international connectivity, banking loyalty, creator communities, postal distribution, education, sports, fixed-mobile service bundles and nonprofit fundraising. The existing Russian Post, CMLink, Solidarnost Mobile and Dobrosvyaz examples are retained; the additional examples supply a different use case or integration rather than an unbounded customer list. Company-announced examples are expressly identified as such. The reviewing editor may shorten individual examples without making acceptance of the whole request conditional on them.
Evidence boundaries for part 4:
- The self-service tools, division of responsibilities and commercial model are company-described features. Neither primary-source references nor publication in a newspaper establish independently measured improvements in retention, customer lifetime value or partner profits. No guaranteed launch time, absence of all start-up costs or guaranteed income is asserted.
- The 8 June Kommersant item is a column by a Beeline executive, not an independent evaluation. The RBC self-service item dated 18 September 2025 is explicitly marked as advertising; it is not used as independent corroboration here. The direct Beeline announcement supplies the dated self-service facts.[58]
- The 8 September 2026 ComNews report describes a Beeline/Association of Managers survey about MVNOs generally. Its interest/adoption percentages are not presented as Smart MVNO market penetration, independently sampled national estimates or demonstrated commercial outcomes.[59]
- Russian Post Mobile is described at its June pilot stage. CMLink's association with Smart MVNO remains attributed to Beeline. Solidarnost's announced loyalty integration is not recast as a measured retention effect. The Khorovod description states the announced payment mechanism, not audited fundraising results or a verified first-in-Russia claim.
- The additional university, sports, regional-provider and nonprofit details rely on first-party announcements; those sources do not independently establish notability of each service. Organisations and their named mobile services are not counted as separate launches merely because both have Wikidata statements.
- No claim is made that Alfa-Mobile or T-Mobile is a Smart MVNO implementation. No prices, promotional lead links in article prose, revenue forecasts or host-market targets are included. The live product website is cited only for its documented partner tools and contract-based remuneration, not its illustrative income calculator.
4b. Two additional examples from the research
[edit]Action: Add the following sentence at the end of the same paragraph if the reviewer considers the additional examples proportionate. This is part of this request, not a separate request.
ComNews Research also identified Solidarnost Mobile and Dobrosvyaz as projects using the Smart MVNO format.[46]
Source notes for both subitems:
- The more-than-40 figure concerns all MVNOs on VimpelCom's infrastructure, not a verified count of Smart MVNO projects alone. The Forbes market report uses the same ComNews Research dataset; it is not a second measurement.
- The named configurations are descriptions of Beeline's offering, not a proposed universal taxonomy of MVNOs. Company-derived product details are not independent technical evaluations.
- Russian Post Mobile's June 2026 launch was a pilot in the three named regions, not an established nationwide rollout.
- The December Forbes report attributes the CMLink/Smart MVNO connection to Beeline. The request retains that attribution.
- No claim is made that Alfa-Mobile or T-Mobile belongs to Smart MVNO. No prices, lead-generation links, commercial-benefit promises, host-market targets or revenue forecasts are included.
Review scope: This request does not seek removal of the article-wide rewrite notice, shareholder-dispute coverage, the Australia subsection, or the Ukraine/Vietnam histories. Their retention here is not a verification of every claim they contain. It does not ask to copy all Wikidata identifiers, social profiles or promotional case studies into the article. Please indicate which numbered subitems have been implemented, declined or need further discussion.

Article rewrite
[edit]Just as with the article on another Russian mobile operator, the article is a mere translation of statements from the company's website. Personally, I do not think this is suitable for a Wikipedia's article. If anyone has any ideas on how the article can be rewritten, it would be great if they presented them there. For now, (after I added the company box) I suggest the work on the article should be suspended. Comments? Gimlei 13:20, 29 October 2006 (UTC)
http://ru.wikipedia.org/wiki/Билайн ^^ --HungerGhost 10:48, 28 August 2007 (UTC)
- I believe the article in the Russian wikipedia isnt' of the highest standard either: it's all bullet-list style, little prose, little citations. However, it could definitely serve as a starting point for a high-quality one, that's true. I am working on something else atm, but if someone wanted to collaborate on this one, I'd be more than happy to join. --Gimlei (talk to me) 05:30, 29 August 2007 (UTC)
Why does VimpelCom redirect here?
[edit]Why does VimpelCom redirect to this page? Shouldn't there be a separate article for VimpelCom? Offliner (talk) 13:19, 16 March 2009 (UTC)
Divide article. Beeline is the brand of the company VimpelCom, it is not the same thing. —Preceding unsigned comment added by 78.138.171.140 (talk) 12:39, 14 September 2009 (UTC)

Rewrite needed
[edit]Holy cow, this article could use a fresh coat of paint. It is insanely overly detailed, uses flowery language, and feels very promotional. Gaismagorm (talk) 19:30, 14 June 2026 (UTC)
