Early double-headed face cards

I've looked at a few books but can't find a good source (or more details) for this claim, which I think has been present and unsourced since 2006:

This was followed by the innovation of reversible court cards. This invention is attributed to a French card maker of Agen in 1745. But the French government, which controlled the design of playing cards, prohibited the printing of cards with this innovation.

Could you clarify which bit of the claim you mean?

I found a source (not a book, but a website that at least sometimes references books) for the general claim. See Functional Changes to Playing Cards on The World of Playing Cards website.

How many indices are "typical"?

I doubt these claims are correct:

Typically, playing cards have indices printed in the upper-left and lower-right corners. [...] Some designs exist with indices in all four corners.

I wonder if it's just very US-centric and it might be true in the US. In Europe it's the opposite, it's typical to have indices in all four corners. Certainly at least in Germany, France and the UK.

Does anyone have any sources to prove or disprove that claim? The two sources that are linked in that paragraph are only "proof" that four-corner indices and lefty two-corner indices exist, but not how common they are.
