I'll copy my reasoning from the edit message here: The changed article "a" -> "an" was not grammatically correct, and the citation added does not seem to directly relate to the sentence preceding the citation. If there is a more specific page on the health.mil site which relates the statements in the article, please add citations to those specific pages.

In general, the idea with citations is that they should directly and specifically justify the statements they are attached to. While I'm sure the health.mil training resource you added probably does describe the facets of HIPAA that your citation was added after, it's not immediately clear where a reader should look within the health.mil portal to verify the information. If you can find a specific page on the health.mil site that speaks to the statements in the article, a citation to that would be most welcome. The article content needing citations is specifically this:

"Furthermore, [HIPAA] does not prohibit patients from voluntarily sharing their health information however they choose, nor does it require confidentiality where a patient discloses medical information to family members, friends, or other individuals not employees of a covered entity."

Hello jlwoodwa, my account is not shared between numerous users. I am the sole primary user of this account. I have created a new Wikipedia account because I would like to contribute to different articles in a more professionalism manner. My username does not violate any Wikipedia policies.
