Elsie Locke studierte und graduierte an der University of Auckland. Diese Zeit ihres Lebens wird in ihrem Buch „Student at the gates“ dargestellt.
Zusammen mit Rod Donald gründete sie die Avon Loop Planning Association (ALPA) und engagierte sich in der Entwicklung des historischen Wohngebietes Avon Loop im zentralen Christchurch. Sie führte außerdem Kampagnen für ein ausgewogeneres Verständnis der neuseeländischen Geschichte.
