ଓଟୋ କୋନିଙ୍ଗ୍ସବର୍ଗର (୧୨ ଅକ୍ଟୋବର ୧୯୦୮ – ୩ ଜାନୁଆରୀ ୧୯୯୯) ଜଣେ ଜର୍ମାନ ସ୍ଥପତି ଥିଲେ । ସେ ଆଫ୍ରିକା, ଏସିଆ ଓ ଲାଟିନ ଆମେରିକା ଓ ମିଳିତ ଜାତିସଂଘରେ ସହରାଞ୍ଚଳ ବିକାଶ ଯୋଜନାରେ କାମ କରିଥିଲେ ।[୧][୨][୩]

କୋନିଙ୍ଗ୍ସବର୍ଗର ୧୯୦୮ ମସିହାରେ ବର୍ଲିନରେ ଜନ୍ମଲାଭ କରିଥିଲେ । ସେ ସେଠାକାର ଟେକନିକାଲ ଇଉନିଭର୍ସିଟିରେ ଜଣେ ସ୍ଥପତି ଭାବେ ଶିକ୍ଷାଲାଭ କରି ୧୯୩୧ ମସିହାରେ ସ୍ନାତକ ଲାଭ କରିଥିଲେ । ୧୯୩୩ ମସିହାରେ ତାଙ୍କୁ ସ୍ଥାପତ୍ୟ ପାଇଁ ସିଙ୍କେଲ ପୁରସ୍କାରରେ[୪] ଏହା ତାଙ୍କୁ ଅଲିମ୍ପିକ ଷ୍ଟାଡ଼ିଅମ ନିର୍ମାଣ ଲାଗି ମିଳିଥିଲା । ତେବେ ନାଜି ଦଳର ଶାସନ ଉତ୍ଥାନ ପରେ ତାଙ୍କ କକା ମାକ୍ସ ବର୍ଣଙ୍କ ଭଳି କୋନିଙ୍ଗ୍ସବର୍ଗରଙ୍କୁ ଦେଶ ଛାଡ଼ିବାକୁ ବାଧ୍ୟ କରାଯାଇଥିଲା । କୋନିଙ୍ଗ୍ସବର୍ଗର ପରେ ବର୍ଣଙ୍କ ଜଣାଶୁଣା ପଦାର୍ଥ ବିଜ୍ଞାନ ଲେଖା "ଦି ରେଷ୍ଟଲେସ ଇଉନିଭର୍ସ" (୧୯୩୫ରେ ପ୍ରକାଶିତ)ର ଚିତ୍ରଣ କରିଥିଲେ ।[୫]

କୋନିଙ୍ଗ୍ସବର୍ଗର ତା' ପରର ୬ ବର୍ଷ କାଇରୋସ୍ଥିତ ସୁଇସ ଇନଷ୍ଟିଚ୍ୟୁଟ ଫର ଦି ହିଷ୍ଟ୍ରି ଅଫ ଇଜିପ୍ଟିଆନ ଆର୍କିଟେକ୍ଚରେ ବିତାଇଥିଲେ । ସେଠାରେ ସେ ତାଙ୍କର ଡକ୍ଟରେଟ କରିଥିଲେ ।
