In October 1990, Turkis companies Sezai Turkes-Fevzi Akkaya and TEK formed a jynt engineering agreement wi Argentine agencies Comision Nacional de Energia Atomica an Investigaciones Applicadas tae develop twa CAREM-25 nuclear reactors, ane in each kintra, with construction tae begin in 1991 in Argentinae an in 1992 in Turkey.[5] Umwhile Turkis Prime Meenister Turgut Ozal an Argentine Preses Carlos Menem personally negotiatit the deal.
