William Roark Ratliff (born August 16, 1936), is an American politician and engineer. He was a member of the Texas Senate from 1988 to 2004.[1] Between 2000 and 2003 he was the 40th lieutenant governor of Texas, after Lieutenant Governor Rick Perry replaced Governor George W. Bush. Bush resigned to become president of the United States.[2]
