Thomas Walter Bickett

Thomas Walter Bickett was an American Democratic Party politician who served as governor of North Carolina from 1917 to 1921. Bickett's tenure was notable for the passage of a wide range of progressive social reforms.[1] Negatively, however, his tenure also saw the passage of a law, as one study described it, "to prevent incurable mental defectives from perpetuating their species."[2]
