See English phonology#Phonotatics and Help:Pronunciation respelling key#Notes. There isn't a definitive way to syllabify English words, but /ɒ/ is a checked vowel and never occurs without a consonant after it, making RO-bee likely to be misread as /ˈroʊbi/, so we write ROB-ee.
