You can dispute it, but you are unlikely to prevail. The introductory material from Wikipedia:Non-free content even includes the statement Non-free content should not be used when a freely licensed file that serves the same purpose can reasonably be expected to be uploaded, as is the case for almost all portraits of living people. What this means is that it isn't sufficient that a free image cannot be found, it must also be the case that once cannot be created.
