Adding new color-vision impaired info

Editors might benefit from some material that gives guidance on making maps accessible to those with color-vision impairments. So I'm thinking of adding the following:

• Link to MOS:COLOR
• Link to external papers e.g. https://colororacle.org/colororacle/resources/2007_JennyKelso_ColorDesign_lores.pdf
• A couple of examples of DOs and DONTs (probably just links to existing maps in WikiCommons)
