Filius Natalis Frere et Agnetis Sunderland, alumnus collegii Lancing, deinde collegii Magdalenae apud Cantabrigienses, Sheppard Frere magister scholarum breviter apud collegium Lancing meruit. Mox autem director factus est operum archaeologicorum Cantuariensium. Anno 1955 lector archaeologiae provinciarum Romanarum creatus est apud Institutum Archaeologicum universitatis Londiniensis, et eodem fere tempore director operum archaeologicorum Verulamii. Inde anno 1966 professor archaeologiae Imperii Romani factus est apud Oxonienses et socius collegii Omnium Animarum.
