The Boston Global Forum (BGF) is a Boston-based nonprofit think tank and international policy forum founded in 2012. Its work concerns international affairs, artificial intelligence governance and responsible technological development.[1][2] Its stated aims include peace, security, freedom, democracy and human dignity. BGF brings together political leaders, scholars, policymakers and technologists to develop proposals for global governance and the use of artificial intelligence.[3]
History and organization
[edit]BGF was co-founded by former Massachusetts governor Michael Dukakis, former VietNamNet editor Nguyen Anh Tuan, and Harvard professors Thomas E. Patterson and John Quelch.[4] In 2018, the Associated Press described Dukakis as its chair and Patterson as a board member.[5]
Activities
[edit]Artificial intelligence governance
[edit]BGF's AI World Society initiative has developed proposals concerning AI ethics, government services and international cooperation. In 2018, its co-founders Dukakis and Tuan advocated international standards for AI use. The initiative proposed a United Nations body, modeled on the International Atomic Energy Agency, to coordinate agreements on the use of AI by governments.[5]
A 2025 article in the Global Association of Risk Professionals' publication described BGF's subsequent proposals for AI-supported public services and financial governance, including AIWS Government 24/7 and the Boston Finance Accord. The article presented these initiatives through interviews with BGF representatives and descriptions of the organization's policy frameworks.[2]
Cooperation with Club de Madrid
[edit]BGF and the Club de Madrid organized a policy lab on transatlantic approaches to digital governance on September 16–18, 2020.[6][7] Its final report advocated a Social Contract for the AI Age, addressing the responsibilities of governments, technology companies and other participants in AI development and use. Recommendations included a code of ethics for AI developers and users and support for international cooperation on digital governance.[7]
Awards
[edit]BGF presents the World Leader for Peace and Security Award and the World Leader in AIWS Award. Recipients have included Shinzo Abe and Angela Merkel for the former, and Vint Cerf and Judea Pearl for the latter.[8][9]
In 2026, BGF and AIWS named 50 AI Pioneers in connection with the United States' 250th anniversary. UCLA reported that Pearl was among those recognized and that the honorees were celebrated at BGF's America at 250 conference in May.[1]
