The reason left by Carolina2k22 was: This submission is contrary to the purpose of Wikipedia. The comment the reviewer left was: The editor has resubmitted with no change to the draft since the previous review. The draft needs to fundamentally be re-written to be encyclopaedic, at this time it is more along the lines of promoting this specific person unambiguously. Beyond that, it does not seem like it meets notability and there are little to no sources on this draft.
